Inside Apple’s Multi-Tier Siri Architecture
Under the new architecture, Siri has a three-tier system that decides where your query goes and which model answers it. Tier one covers basic actions like timers and smart home controls, handled by Apple’s own models running on the Neural Engine in newer iPhones, with data staying on-device. Nowhere is this multi-model reality clearer than in Apple’s partnership with Alibaba. China’s Cyberspace Administration approved Apple’s AI services through local partners, with Alibaba’s Qwen and Baidu now part of the core bargain for Apple Intelligence. Alibaba has confirmed that Qwen will power text and image functions across iOS, iPadOS, macOS, and visionOS for users in this market. On top of that, Apple has published a guide showing eligible Mac users how to connect their Qwen accounts so Siri and Writing Tools can use Qwen for richer document and photo analysis, as well as text and image generation. The extension targets Macs running macOS 26.6 or later, and users must opt in and sign in to Qwen. According to Apple’s guide, Alibaba cannot use those materials to train or improve its models, a promise clearly designed to calm fears about Qwen’s access to user data.
Apple’s China support page still says Apple Intelligence is not yet available for supported devices bought or used with a local Apple account, but when it launches, existing devices will be able to activate it. Alibaba has said Qwen will be integrated into Apple Intelligence across iPhone, iPad, Mac, and Vision Pro software, even though Apple’s current instructions only cover Mac. This isn’t Apple exporting the same Siri everywhere; it is “Apple design wrapped around Alibaba and Baidu infrastructure,” creating what is effectively a region-specific Siri that operates under a different technical and regulatory social contract.

Apple has long marketed itself as the privacy-first alternative to ad-funded tech giants, backing that claim with features like Private Cloud Compute, where heavy Siri requests run on Apple Silicon servers that, the company says, even it cannot use to access user data. But the new reliance on AI voice assistant partnerships puts a Google-shaped asterisk on that story. When the hardest queries move to Gemini running on Google Cloud, your experience depends on the contracts between Apple and Google and the behavior of a third party’s infrastructure. These deals break from the fixed-fee templates used by many AI developers: Apple is proposing a variable, pay-per-use model where publishers are paid when Siri actually uses their content. Apple has reportedly discussed an overall budget in the nine-figure range for these payouts, signaling that timely, licensed content is now a strategic asset, not an afterthought. For users, this could finally turn Siri into a credible real-time companion for news and updates rather than an occasionally helpful voice shell on top of a static knowledge base. But it also means more of your questions about the world will flow through yet another layer of data sharing between Apple, AI models, and content providers.
At the same time, Apple’s AI push is competitive as much as it is philosophical. In one major market, Mac shipments fell 9% year-on-year to about 800,000 units, leaving Apple with 9% of the PC market while rivals like Lenovo and Huawei gained share by promoting their own AI PC features. As one analysis put it, if Siri helps you summarize a document or create an image, “you need to know which model is handling the request, where the processing happens, and what data terms apply.” Without that clarity, the assistant that feels smartest may not be the one you feel safest talking to.
Apple’s next move will be critical. Its own support pages confirm that Apple Intelligence is still not active for certain devices and regions, but promise that supported devices will be able to switch it on once the rollout is ready. Alibaba has already signaled that Qwen will run across iPhone, iPad, Mac, and Vision Pro in those markets, while the multi-year Gemini partnership ensures Google will sit behind many of the toughest Siri tasks elsewhere. The choice Apple faces now is whether to treat this growing web of AI voice assistant partnerships as invisible plumbing or as something users should see and control. If it chooses the former, Siri becomes a powerful but opaque broker of your data.
