Tomoro Acquisition: A Shortcut to Enterprise AI Implementation

To accelerate capacity, OpenAI has agreed to acquire Tomoro, an applied AI consulting and engineering firm formed in partnership with OpenAI in 2023. Once regulatory approvals and closing conditions are met, Tomoro is expected to bring about 150 forward-deployed engineers and deployment specialists into the new OpenAI deployment company. These teams have already delivered AI production systems for enterprises such as Mattel, Tesco, Virgin Atlantic, Red Bull and Supercell, where reliability, governance and deep integration into core workflows are non-negotiable. By folding Tomoro into its structure, OpenAI gains immediate enterprise AI implementation expertise: teams who know how to run diagnostics, prioritise high-value workflows and build AI production systems that plug into real-world processes. Collectively, these partners sponsor more than 2,000 businesses and work with many thousands more, giving OpenAI a powerful channel into enterprises that are already planning or testing AI. As vendors like OpenAI invest billions in deployment infrastructure and specialist teams, enterprises face rising pressure to move from experimental AI pilots to at-scale AI production systems. The deployment company’s embedded-engineer model reduces excuses: organisations can now access ready-made teams that connect OpenAI models to their data, governance frameworks and frontline operations, compressing adoption timelines from years to months.

A New Competitive Landscape for AI Services and Consulting

By creating a dedicated AI deployment company, OpenAI steps squarely into territory traditionally dominated by consulting firms and systems integrators. The unit functions as a standalone business closely linked to OpenAI’s research and product teams, giving customers direct access to cutting-edge models and internal deployment learnings. Its model resembles moves by other frontier labs launching services units in partnership with large private equity sponsors, but OpenAI’s broader partner consortium and installed base of more than one million business users make its entry particularly consequential. Enterprises can now treat OpenAI not only as a technology provider but as a strategic implementation partner competing head-on with incumbent consultancies. For buyers, this raises new questions about vendor lock-in, governance and ecosystem balance—but it also offers a unified path from model selection to enterprise AI implementation.
