All of these form the core of the Apple Intelligence upgrade that was highlighted at WWDC. While macOS 27, visionOS 27 and even watchOS 27 outside of phones and tablets will support Siri AI in the EU, users on iOS and iPadOS are restricted to the older assistant and earlier Apple Intelligence functions. How the Digital Markets Act Limits Apple’s AI Plans

The Digital Markets Act Apple dispute centres on how far Apple must go to support rival virtual assistants on its platforms. According to Apple, EU regulators interpret the DMA to mean that if Siri AI launches on iOS 27 and iPadOS 27 in the region, any competing assistant must gain direct, system-wide access to private user data and to controls over installed apps. That could include messages, purchase history, files and actions across applications, with less oversight than Apple believes is safe. Apple argues this conflicts with its “private by design” approach to AI and says there are “clear dangers to EU users” under that model. Regulators, on the other hand, want to avoid Siri gaining unfair advantages over competing assistants. The unresolved clash between interoperability demands and Apple’s privacy model is the main reason Siri AI is not available in the EU on mobile at launch.

Apple’s Trusted System Agent Proposal and Regulatory Pushback

To square DMA interoperability with its security model, Apple proposed a layer called Trusted System Agent. This intermediary would let other virtual assistants tap into the same deep system capabilities as Siri AI, while keeping sensitive data flows controlled and auditable. Apple even suggested a phased rollout, where Siri AI would launch in the EU and Trusted System Agent would be fully deployed over 18 months. In a press statement, Craig Federighi said Apple had spent “the past several months” proposing ways to bring Siri AI to the region while safely supporting rivals, but regulators “did not agree to any of Apple’s proposals.” From Apple’s perspective, the refusal to accept Trusted System Agent leaves it unable to launch without exposing users to extra risk. From the Commission’s side, the concern is likely that any Apple-designed gatekeeper layer could still tilt the field toward Siri.

What EU Users Can Expect Next and When

For now, there is no timeline for availability of Siri AI on iOS 27 and iPadOS 27 in the EU. Apple says it “will continue to engage with EU regulators on a path forward,” but gives no indication whether that means months or years of delay. Past experience offers one clue: the first wave of Apple Intelligence was also slow to arrive in the bloc and only appeared later via a point release. In the meantime, EU users will still benefit from iOS 27 EU features unrelated to Siri AI and retain the current Siri and earlier Apple Intelligence functions. The bigger concern is strategic: if this standoff drags on, the iPhone and iPad experience in the region could lag meaningfully behind macOS and visionOS, where Siri AI is supported, and behind markets where the DMA does not apply.
