Because Office 2019 is out of support, it cannot receive the new certificate that Office 2021 and Microsoft 365 will get, so reinstalling or repairing the apps will not restore editing features.

Who Is Affected and What Stops Working on 13 July
If you rely on Office 2019 for Mac, the Office 2019 Mac end of support is about to become very visible. On 13 July, Word, Excel, PowerPoint, Outlook, and OneNote on supported Macs and iOS devices will still launch but will only allow you to open and print files.
