GPT-5.6: A Security-First Release You Can’t Freely Touch
GPT-5.6 is a new series of large language models focused on stronger AI security, improved coding performance, and biology-related tasks, launched in three price and capability tiers but initially restricted to a small, handpicked set of partners instead of being widely accessible to ordinary users.
The core story of the GPT-5.6 release is tension: OpenAI has built its most capable model yet for cybersecurity and code-heavy work, but has wrapped it in a controlled-access cage. Sol, the flagship, is tuned to find and fix vulnerabilities and even includes a “max” reasoning mode to spend more time on hard problems. Terra and Luna trade raw power for lower cost, promising similar performance to GPT‑5.5 at half the price or the “lowest cost” tier. Yet all three GPT model variants are locked behind an OpenAI limited preview, available only through the API and Codex to a select group. This is not an ordinary launch; it is a deliberate step toward treating frontier AI more like sensitive infrastructure than consumer software.

Three GPT-5.6 Variants, Three Market Signals
OpenAI did not design GPT-5.6 as a single monolithic model; it built a small product line that telegraphs where it thinks the market is heading. Sol is pitched as the strongest model, competitive with leading cybersecurity tools for vulnerability discovery while using roughly a third of the output tokens, and now includes a “max” reasoning effort for deeper thinking. It scores better than a rival’s model in coding, and OpenAI hints that biologists and “dedicated vibe coders” will want it for genomics and advanced development.
Terra and Luna send a different signal: price segmentation is now as strategic as raw capability. Terra is described as comparable to GPT‑5.5 while costing half as much. Luna undercuts both, offering the company’s lowest cost option. When these models reach broader use, Sol is priced at USD 5 (approx. RM23) per million input tokens and USD 30 (approx. RM139) per million output tokens, Terra at USD 2.50 (approx. RM12) for input and USD 15 (approx. RM70) for output, and Luna at USD 1 (approx. RM5) for input and USD 5 (approx. RM23) for output. That spread makes clear: OpenAI wants to serve both high-stakes security work and cost-sensitive everyday automation.
Security Upgrades or Safety Theatre?
GPT-5.6 is being sold as a security upgrade, and on paper the AI security improvements are substantial. Sol is described as OpenAI’s most capable model for cybersecurity and “the best option” to help users find and fix vulnerabilities. It is billed as competitive with a leading cybersecurity-preview model while using about a third of the output tokens. All three GPT-5.6 variants have layered safeguards designed to detect jailbreak attempts and block malicious output, and OpenAI says it trained the series to refuse “prohibited cyber assistance,” including jailbreaking itself.
OpenAI’s claim that it spent 700,000 GPU hours searching for universal jailbreaks and then building defences around them is the most concrete sign that this is not superficial safety theatre. The company promises a rapid-response process to reproduce and patch new jailbreaks as they appear. Still, OpenAI admits these safeguards may overfire: Sol might block suspicious security requests even when they are well-intentioned, and the preview phase is explicitly meant to tune that balance. For security-conscious users, this is welcome; for penetration testers and red teamers, it signals friction and a more paternalistic model that may second-guess legitimate work.

Why Government Is Shaping the GPT-5.6 Rollout
The most controversial part of the GPT-5.6 release is not its AI coding capabilities or security features, but who gets to touch it first. OpenAI is clear that GPT-5.6 is in limited preview to a “small group of trusted partners,” and that this list has been shared with the government. Before the public heard about GPT-5.6, officials were already briefed on its capabilities. According to one notable statement, “President Trump signed an AI cybersecurity order earlier this month, which asks companies to present their most powerful models for voluntary government review 30 days before making them publicly available.”
Behind the scenes, the Office of the National Cyber Director and the Office of Science and Technology Policy reportedly “worked closely” with OpenAI and asked for a restricted initial release. OpenAI’s own announcement says it does not want this kind of government access to be the long-term default, yet it is taking this “short-term step” to ensure it can still bring GPT-5.6 to the public soon. In practice, that means early customers may be approved “customer by customer” by federal officials, a pattern reminiscent of another company’s Project Glasswing, which throttled access to a powerful security model over fears hackers could exploit it. This is government-coordinated rollout, not market-led adoption.
What the Limited Preview Means for Everyone Else
For most people, GPT-5.6 exists more as a promise than a tool. OpenAI is only exposing the models through its API and Codex to a select group of companies and organisations, with broader access via ChatGPT, the API, and Codex coming “soon.” Another report says OpenAI plans a broad release “in the coming weeks,” but that timeline is now intertwined with government feedback and approval processes. Ordinary users, including the very biologists and “dedicated vibe coders” who would benefit from better coding and biology performance, are asked to wait.
This cautious rollout is not happening in a vacuum. Another AI company was ordered to suspend access to its Mythos 5 and Fable 5 models after concerns they could be jailbroken for malicious use, and has only begun restoring access to selected organisations after receiving permission to redeploy. OpenAI clearly wants to avoid that kind of public shutdown. Its limited preview is both a technical testbed for fine-tuning safeguards and a political hedge: comply early with voluntary review to gain a de facto green light later. The cost is openness. Frontier models are drifting away from the tradition of fast, wide releases and toward a world where high-end AI feels more like a licensed product than a public platform.
