Global Scrutiny Highlighted by Meta–Manus Deal Block

Manus, based in Singapore but founded and originally operated in China, built agents that can independently plan and complete complex, multi-step tasks based on a single user instruction. Meta sought to integrate this technology across its platforms, but China’s National Development and Reform Commission ordered the parties to withdraw the roughly USD 2 billion (approx. The CSA survey shows organizations are starting to move in this direction by prioritizing risk management, monitoring, and permission control. Leading practices include defining clear guardrails for agent behavior, aligning autonomy levels with task risk, and enforcing human authorization for sensitive actions. Context-aware controls are emerging as a priority, helping systems adjust agent permissions based on real-time factors such as data sensitivity or operational context. Equally important is lifecycle management: discovery of shadow agents, continuous visibility, and formal decommissioning processes to eliminate retirement debt. Platforms focused on identity-first AI agent security emphasize intent-based models, where every agent is continuously scoped to its purpose. Combined, these AI governance strategies can help enterprises harness automation benefits while maintaining control at scale.
