OpenAI is formalising its enterprise ambitions with the launch of the OpenAI Deployment Company, a majority-owned unit focused on enterprise AI deployment. Backed by more than USD 4 billion (approx. RM18.4 billion), the new organisation adds a services and engineering layer on top of OpenAI’s models and APIs. The goal is to help large organisations move beyond experimentation and embed AI directly into day-to-day operations. Instead of simply providing models, OpenAI will deploy specialist Forward Deployed Engineers inside customer organisations to tackle complex operational problems. This structure gives enterprises direct access to engineers who understand both frontier AI systems and real-world constraints such as legacy technology, governance and risk controls. It also marks a strategic pivot: OpenAI is positioning itself not just as a model provider, but as an end-to-end partner that designs, builds and maintains AI production systems tightly integrated with existing business processes.

Tomoro Acquisition: 150 Deployment Specialists on Day One

Central to this pivot is the planned Tomoro acquisition, which brings approximately 150 Forward Deployed Engineers and deployment specialists into the OpenAI Deployment Company. Tomoro is an applied AI consulting and engineering firm with experience building real-time AI systems for brands such as Tesco, Virgin Atlantic and Supercell. Once regulatory approvals are complete, these teams will embed directly within client organisations, working alongside business leaders, technology teams and frontline staff. Their mandate is to identify high-value AI use cases, redesign critical workflows and connect OpenAI models to internal data, tools and controls. This injection of skilled talent gives OpenAI a turnkey deployment capability from launch, rather than building a services organisation from scratch. For enterprises, the Tomoro acquisition means faster paths from initial diagnosis to live AI production systems, supported by specialists who have already delivered operational AI in complex environments.

Closing the Gap Between AI Pilots and Production Systems

Despite widespread experimentation, enterprise AI deployment remains uneven. Many organisations run pilots in isolated functions, but few manage to scale AI across the business. OpenAI’s new unit is designed to close this gap. A typical engagement begins with a diagnostic phase, where engineers work with leadership and operating teams to pinpoint workflows where AI can generate the most value. Rather than building isolated proofs of concept, the team selects a small number of priority workflows and then designs, tests and deploys production systems. These systems link OpenAI models with internal data, tools, governance controls and operational processes, turning AI from a standalone experiment into a consistent part of everyday work. By focusing on AI production systems and change management, OpenAI aims to help companies navigate both the technical and organisational challenges that often stall enterprise AI scaling efforts.

The OpenAI Deployment Company is explicitly oriented toward business AI integration rather than generic experimentation. Forward Deployed Engineers will help clients reconstruct critical workflows and existing infrastructure around frontier AI capabilities. That includes connecting models directly into ERP platforms, operational dashboards, customer support flows and other core systems. The emphasis is on building resilient, monitored and controllable AI services that interface with existing tools, rather than replacing them wholesale. By working closely with internal technology teams and frontline staff, the deployment specialists can design human-in-the-loop processes, escalation paths and safeguards tailored to each organisation’s risk and compliance requirements. Over time, this approach is meant to create an AI fabric across the business: multiple interconnected AI services that automate routine tasks, augment decision-making and enable new operating models, all while remaining aligned with internal controls and strategic objectives.

Partner Ecosystem: Scaling Enterprise AI Through Investment and Consulting Networks

To scale enterprise AI deployment globally, OpenAI has structured the Deployment Company as a partnership with 19 investment firms, consultancies and systems integrators. TPG leads the group, with Advent, Bain Capital and Brookfield among the co-lead founding partners, joined by firms such as B Capital, BBVA, Emergence Capital, Goanna, Goldman Sachs, SoftBank Corp., Warburg Pincus and WCAS. Consulting and integration partners include Bain & Company, Capgemini and McKinsey & Company. Collectively, these partners sponsor more than 2,000 businesses and work with many thousands more, giving OpenAI an extensive channel into enterprise IT and operations. This ecosystem provides portfolio reach, change-management expertise and implementation capacity, while OpenAI keeps the unit closely tied to its research, product and internal deployment teams. For enterprises, this signals a future where AI adoption is driven not just by tools, but by coordinated programmes that integrate technology, strategy and organisational transformation.
